Koshkonong board approves farm store conditional use, awards RFP for STP Urban grant engineering and approves bills

The Town of Koshkonong Board on Aug. 13, 2025 approved a conditional use to allow a farm store and roadside stand at N1341 Old 26 Road and awarded an engineering RFP to Cedar Corporation to write an STP Urban grant application.

Supervisor George Jaeckel moved to approve the conditional use request from Floyd Plank; Supervisor Matt Hill seconded and the motion passed unanimously. The Clerk read a public comment from resident Brodi Kozak stating support for the stand while raising safety concerns about parking and traffic. The board discussed solutions for customer parking and noted that a permanent sign would require a permit from Jefferson County.

Separately, the board considered two proposals to prepare an STP Urban grant application. Representatives from Cedar Corporation (Brian Udovich) and SEH Inc. (Chris Blum) attended the meeting. Supervisor Jim Brandenburg moved to accept Cedar Corporation's proposal; Supervisor Hill seconded and the motion carried unanimously.

The board also approved routine business: Supervisor Erik Hoffman moved to accept the July 2025 meeting minutes and the July Treasurer's Report (presented by Treasurer Alicia Grulke); both motions were seconded and approved unanimously. When approving the bills, the Clerk noted a correction to the July payroll summary amount; the record will be updated to read $20,424.10. Supervisor Matt Hill moved to approve the bills with that edit; Supervisor Hoffman seconded and the motion passed.

The board considered, but did not act on, a draft contract with the Fort Atkinson Fire Department; members reported they are still discussing edits with the town attorney and tabled further action.

The meeting also included a clerk's report noting an uptick in garbage service complaints and a scheduling change: Cowpath Lane's garbage and recycling pickup will move to Tuesdays (bulk pickup remains on Mondays) to allow a different GFL truck to access the route because of hanging wires. The Clerk said the county advised the town needs one new voting machine; the county will pay half of the approximately $7,100 cost (the transcript refers broadly to "the County"). The Clerk reported the town's 2025 population estimate at 3,805, an increase of 42 from the prior year.

The board convened in closed session under section 19.85(1)(c) of the Wisconsin State Statutes for an employee review and later returned to open session with no motions arising from closed session. The meeting adjourned at 10:16 PM.
