Windsor CDA approves enhancement grant for 6761 Depot Street and hears downtown development updates

The Village of Windsor Community Development Authority on April 8 approved a building and property enhancement grant for 6761 Depot Street and heard staff updates on small-business and downtown redevelopment efforts.
Executive Director Jamie Rybarczyk presented the grant request for property owner Kyle Flynn and outlined the proposed building and property improvements. Board member Ed Wall moved to approve the grant as presented; Steve Austin seconded. The motion passed unanimously, 7–0.
Earlier in the meeting the board dealt with routine business: Dave Gaustad moved to approve the March 11, 2025 meeting minutes, seconded by Bill Smith; the motion carried 7–0. Peggy McCallen moved to approve the Treasurer’s Report as presented, seconded by Steve Austin; that motion also passed unanimously.
Rybarczyk updated the board on a Wisconsin Economic Development Corporation (WEDC) small-business development grant. The presentation was followed by general discussion among members but produced no formal action. Rybarczyk also briefed the authority on several economic development and redevelopment items, including municipal building plans, farmer’s market planning, the post office, and interest from businesses considering relocating to downtown Windsor.
The board set its next meeting for May 13, 2025, and adjourned at 5:24 p.m.
