Windsor board approves construction contracts, advisor services for DeForest Windsor Fire & EMS Station No. 2

The Village of Windsor Board on April 20 approved contracts and construction management services for the DeForest Windsor Fire & EMS Station No. 2 project at 6992 North Towne Road, voting 5-0 on two resolutions that the board said follow a recent Fire District budget approval.

President Bob Wipperfurth said the DeForest Windsor Fire & EMS District Board met at 4:00 p.m. and "approved moving forward with the budget being presented," and praised the consultants, saying the work product "should stand the test of time and serve the residents for decades to come." District Chief LaFeber said the department was "comfortable with the design and plans."

The board authorized Resolution 2026-45 to award construction contracts for the new station. Mark Stafford of Maas Brothers Construction told the board the project was divided into 14 bid packages and drew 46 bids; he said Maas Brothers "will work with the contractors to find ways to reduce costs." Ryan Frank of OPN Architects said the team expects to start work the week of May 11 and that the construction process will take about 13 months.

Trustee Ed Wall moved and Trustee Monica Smith seconded the motion to approve Resolution 2026-45; the motion carried on a 5-0 vote. The board also approved Resolution 2026-46 to secure Construction Manager Advisor Services, on a motion by Trustee Monica Smith and a second by Trustee Jessica Zander; that vote was also 5-0.

The meeting record shows trustees Monica Smith, Bruce Stravinski, Ed Wall, Jessica Zander and President Bob Wipperfurth were present. The meeting adjourned at 5:15 p.m. The project team and the board indicated next steps are contract execution and mobilization ahead of the planned May start date.
