Windsor Parks Committee approves 2025 budget, joins WPRA and okays Millstone Heights roof

The Village of Windsor Parks Committee on Sept. 3 approved its proposed 2025 budget, voted to join the Wisconsin Park and Recreation Association (WPRA) and authorized several park projects including a $3,200 roof replacement at Millstone Heights Park.
Chair Kristine Schmidt opened the meeting at 5:30 p.m. and confirmed a full roster after two late arrivals. Jessica Sash led the Pledge of Allegiance. The committee approved the Aug. 6, 2024 minutes (motion by Jessica Sash, second by Jessy Gay; motion carried 5-0) and later approved the financial reports (motion by Mike Switzky, second by Jessica Sash; motion carried 6-0).
The committee’s primary business included a motion by Monica Smith, seconded by Dick Woodburn, to approve the 2025 budget; the motion carried 7-0. Chair Kristine Schmidt reported there were no additional changes since the last committee review before the vote.
The committee also discussed membership in the Wisconsin Park and Recreation Association, which members said would provide staff training, information resources and discount tickets for Windsor residents; Mike Switzky moved to join and offer resident discount tickets, seconded by Bill Lapp. The motion carried 7-0.
On capital work, Parks Chair Schmidt reviewed the Parks and Conservancy Manager’s report and the committee accepted a $3,200 bid to replace the shelter roof at Millstone Heights Park. Dick Woodburn moved to replace the roof with a metal roof, seconded by Bill Lapp; the motion carried 7-0.
Clerk Christine Capstran asked staff to prepare bid documents for a new play structure at Terrace Park. Committee members asked for an inclusive/sensory structure; Dick Woodburn opposed replacing the Terrace Park equipment, but the majority agreed to proceed with planning and bid preparation.
The committee listed three remaining projects for 2024 — the Millstone shelter roof, replacing the border around the small play area at Millstone Heights, and purchasing trees for various parks — and noted an update to the capital improvement plan will be reviewed at a future meeting. Bill Lapp moved to adjourn at 6:51 p.m.; Mike Switzky seconded and the motion carried 7-0.
