Moscow Mills approves revenue notes for Crossroads Center; adopts employee handbook change

The Moscow Mills Board of Aldermen on June 17 approved Ordinance No. 1169, authorizing the issuance of Infrastructure Facilities Revenue Notes, Series 2026A and Series 2026B, by the Industrial Development Authority of the County of Lincoln, Missouri to support the City of Moscow Mills Crossroads Center project.

Shannon W. Creighton, an attorney with Gilmore & Bell, P.C., explained the ordinance and related documents to the board while City Clerk Terri Park read the ordinance title twice. Alderman Amy Vollmer moved to approve the ordinance; Alderman Liz Streckfuss seconded. The recorded roll call was Steve Aston — Aye; Amy Vollmer — Aye; and Liz Streckfuss — Aye, and the ordinance was adopted.

The ordinance’s title indicates the notes will be secured by and paid from pledged revenues for the Crossroads Center project; no further financing amounts or repayment schedules were stated in the meeting record. Mayor Meyer also requested a $200 reimbursement to Terry Cappel for property damage at 635 Hwy MM related to construction; Alderman Liz Streckfuss moved to approve and Alderman Steve Aston seconded. The roll call recorded three aye votes and the reimbursement was approved.

City Attorney Cindy Davenport requested reimbursement of $600 advanced to Westplex Law LLC for expenses related to the 501(c)(3) application for Moscow Mills Parks, Inc. Alderman Amy Vollmer moved to approve the reimbursement; Alderman Steve Aston seconded. The roll call recorded three aye votes and the reimbursement was approved.
