Windsor parks committee recommends Lee Recreation Option 2 for Terrace Park playground after 4-1 vote

Chairperson Kristine Schmidt presided over the Village of Windsor Parks Committee meeting on Dec. 3, 2024, where members voted 4-1 to recommend Lee Recreation’s Option 2 for new play equipment at Terrace Park and forwarded the proposal to the Village Board.
The committee discussed multiple equipment options and asked that the volta inclusive spinner shown on the renderings be in royal blue. Jessica Sash moved to recommend the Lee Recreation Option 2 proposal with the color design discussed; Bill Lapp seconded. The motion carried with votes from Bill Lapp, Jessica Sash, Kristine Schmidt and Monica Smith in favor and Dick Woodburn opposed.
Member Dick Woodburn stated he "was not in favor of replacing the playground equipment at Terrace Park at this time. He would rather see new playground equipment at a new park or a different park," expressing his preference that resources go to a different location rather than replace the existing Terrace Park unit now.
The minutes record general committee support for Lee Recreation Option 2 and the color preference for the spinner; the committee will forward its recommendation to the Village Board, which holds the authority to accept, modify or reject the proposal.
On other business, the committee approved the Oct. 1, 2024 minutes (Monica Smith moved, Jessica Sash seconded; motion carried 5-0) and approved the financial reports with a condition. Dick Woodburn moved — and Bill Lapp seconded — to approve the financial reports contingent on Woodburn meeting with Parks & Conservancy Manager Chad Courtier to review the Alliant Energy bill for Fireman’s Park; that motion carried 5-0.
Chairperson Schmidt read the Parks report prepared by Parks & Conservancy Manager Chad Courtier; the minutes note the manager update was entered into the record but do not provide additional specifics. The committee adjourned at 5:55 p.m. following a motion by Bill Lapp, seconded by Jessica Sash (motion carried 5-0).
