Windsor and DeForest approve cooperative boundary agreement; property lines unchanged

Village of DeForest President Jane Cahill-Wolfgram and Village of Windsor President Bob Wipperfurth presided over a joint meeting on Nov. 18, 2024, at which both Villages approved resolutions to enter a cooperative boundary agreement aligning municipal lines with subdivision lines.
Administrator Bill Chang and Attorney Al Reuter reviewed the proposal at the start of a joint public hearing, explaining that the correction would make municipal boundaries run concurrent with subdivision lines but would not change property or parcel lines. Resident Matt Krogman of 4562 Oak Springs Circle confirmed during the hearing that homeowners’ property boundaries would remain the same. The record notes the agreement becomes effective 31 days after publication.
The Village of DeForest approved Resolution 2024-096 authorizing the Village President and Clerk to execute the agreement. Trustee Rebecca Witherspoon moved the DeForest resolution and Trustee Bill Landgraf seconded; the motion carried by a 6-0 vote. The Village of Windsor approved Resolution 2024-90 by a 5-0 vote after Trustee Ed Wall moved for approval and Trustee Kristine Schmidt seconded.
Both hearings opened at 5:04 p.m. and were closed at 5:20 p.m.; the meetings adjourned at 5:22 p.m. The minutes record administrative attendees for both Villages, including administrators, attorneys and clerks, and list trustees present for each municipality.
The approved resolutions authorize the Village presidents and clerks to execute the cooperative boundary agreement; the minutes do not specify additional implementation steps, service changes, or financial impacts beyond the effective date tied to publication.
