Windsor trustees adopt 2025 budget; mill rate rises to 4.11

The Village of Windsor Board adopted its 2025 budget on Nov. 21, approving Resolution 2024-91 by a 4-0 vote.
President Bob Wipperfurth opened a public hearing at 5:05 p.m., and Treasurer Sindy Schwenn presented background on the budget, the process and key projects. Schwenn noted, “The mill rate increased from 4.09 to 4.11 this year.” The hearing closed at 5:45 p.m.
Trustee Kristine Schmidt, absent from the meeting, sent a statement read into the record by President Wipperfurth: “I wanted to go on the record stating my full support of item 12.a. which is the 2025 budget.” Trustee Monica Smith thanked staff for their work on the budget process.
Trustee Ed Wall moved to approve Resolution 2024-91; Trustee Bruce Stravinski seconded. The motion carried 4-0. The budget materials presented to the board outlined a set of projects and adjustments described by staff as intended to keep the overall increase low.
The board will implement the adopted budget and publish final documents per Municipal procedures. The meeting record shows the board also discussed several routine procurement and infrastructure items that were approved by separate resolutions.
