Windsor approves Depot Street Station rezone, site plan and certified survey map

The Village Board on March 12 adopted Ordinance 2026-05 and approved related resolutions to allow the Depot Street Station project on Depot Street between Windsor Road and Second Street to proceed.
Community Development Director Jamie Rybarcyzk presented the Village’s certified survey map (CSM), rezone and site plan for four parcels (196/0910-292-4925-0, 196/0910-292-4965-0, 196/0910-292-4950-0, 196/0910-292-4901-1). The Plan Commission approved Resolution 2026-06, 6–0, and the Village Board approved Resolution 2026-29, 5–0, then adopted Ordinance 2026-05 to rezone the properties.
During the public hearing resident Katelyn Knapp said she was “excited about the project, having a Farmer’s Market and a place for kids to play.” Resident Doug Timmens questioned the need for the facility and voiced concerns about potential events and hours of operation. The board acknowledged one written comment from Nancy Osley. Trustees voted 5–0 to approve the ordinance and related actions.
The approvals clear the way for the Depot Street Station site plan to move forward under the conditions set in the plan documents and rezoning ordinance. The record shows Plan Commission approval (Resolution 2026-06) and Village Board approval (Resolution 2026-29) and adoption of Ordinance 2026-05. The board did not specify a construction start date at the meeting.
