The change was presented by an agency official who said the amendment “would allow for a little bit of time for completion of painting and the complete weatherproofing of board ups that occur during emergencies,” citing examples such as fires, vandalism and automobile accidents. The official said the department’s first priority remains securing structures to prevent further damage or vandalism, but that completing cosmetic and weatherproofing work can take longer because of family illness, insurance disputes or seasonal weather.
The committee sought details on how extensions would be handled. Aldwin Bay asked whether residents must provide an explanation to receive extra time; the agency official said yes and said the proposed language will appear on citations so recipients understand the process. The official noted that weather‑dependent repairs (for example, painting in winter) have been handled informally and the amendment would codify a limited grace period for finishing work.
Committee members also asked whether temporary securing of a building is required immediately; the official confirmed securing the structure remains the immediate expectation, with the additional months used only to finish the final weatherproofing and painting.
Chair recorded the motion to approve as coming from Alderman Ahmed Barrera with a second from Alderman Bade. The committee approved the ordinance by voice vote, 3-0.
The ordinance language will be incorporated into citation templates so property owners receive notice of the additional time and the steps needed to ask for an extension. The committee did not set an exact implementation date in the meeting; staff indicated they would update the draft ordinance language and the citation forms before Council consideration.
