Council ratifies $3.65 million development-impact-fee credit for Envision Carson project

The Carson City Council approved a resolution ratifying roughly $3.65 million in demolition-related development-impact-fee (DIF) credits for the Envision Carson mixed-use development.

Nathan Freeman, the city's economic and community development director, explained the credit is authorized under the city's DIF ordinance but required formal documentation because a credit request was not processed at the time of demolition. Staff verified the demolished improvements and presented a verified credit amount of approximately $3,652,660.62 to be applied to the current DIF invoice for Lots 1 and 3 on the Envision Carson project.

Freeman emphasized the action "does not create a new financial obligation for the city" and represents the full and final demolition-related DIF credit associated with the former Imperial Avalon Mobile Estates. Councilmember motioned and the motion carried; the transcript records "Motion carries" without a roll-call vote tally recorded.

Why it matters: The Envision Carson / Manhattan Square project is a large private investment (about 1,100 units) under construction in Carson; formalizing credits clears the project's DIF accounting and permits application of credits toward current invoices, affecting developer obligations and the timing of infrastructure fee payments.

What's next: Staff will apply the credit to the specified DIF invoices and continue coordinating infrastructure improvements and plan checks for the project; Freeman noted the project's first phase could be ready for occupancy in September.
