Council approves amended SRO agreement; seeks longer notice to protect officers

The Cibolo City Council on July 14 approved an amended interlocal agreement with the Schertz-Cibolo-Universal City Independent School District (SCUCISD) governing the school resource officer (SRO) program, with council direction to pursue stronger notice protections for officers if the district moves to form its own police department.

Chief Andreas presented the amendment to clarify that city officers assigned as school resource officers will perform law-enforcement duties consistent with Chapter 37 and will not assume classroom management responsibilities. The amendment formalizes prior program elements, equipment lists required by HB 33, and updated cost structures.

The mayor and several council members expressed concern about short-notice termination language in the agreement. The existing agreement includes a 90-day termination provision; council asked staff to seek a six-month notification period to help protect officers’ employment and allow the department time to respond if the district changes its arrangements. City attorney Dan Santee advised that adding a six-month notice provision could make the amendment non-severable and would require the district’s concurrence; staff said the district was willing to discuss an addendum and would aim to clarify intentions by February.

Councilmember (speaker 12) moved to approve the resolution; the motion passed. The city manager’s office and police department will work with the district to finalize language on notice and bring any addenda back to council for approval.

No new funding changes were adopted at this meeting; staff said current funding and cost-calculation processes for the SRO program remain in place.
