Windsor board approves licenses, boardwalk contract and crack-sealing project; municipal campus update

The Village of Windsor Board approved routine business and several contracts at its Sept. 19 meeting, including licenses for WindsorFest, a premise amendment for Lake Windsor Country Club's new Windsor Athletic Club, and awards for boardwalk and road maintenance work.
Trustees approved the consent agenda (minutes and vouchers) on a motion by Trustee Ed Wall, seconded by Trustee Bruce Stravinski; the motion carried 4-0. The board next approved a Temporary "Class B" and Class "B" license for WindsorFest (motion by Stravinski, second by Wall) and approved an amendment to the premise for Windsor Golf Ventures LLC dba Lake Windsor Country Club to allow sale, storage and consumption of alcohol in designated areas of the new Windsor Athletic Club, which is scheduled to open Oct. 1 (Resolution 2024-83; motion by Wall, second by Monica Smith). All votes recorded in the minutes were 4-0.
On infrastructure, the board awarded the Charlie Grimm Boardwalk improvements contract to Janke General Contractors, the low bid (with contingency) of $507,582.30; the village noted $326,000 in grant funding linked to the project. The board approved Resolution 2024-81 on a 4-0 vote (motion by Trustee Bruce Stravinski, second by Trustee Ed Wall).
For road maintenance, trustees authorized a crack-sealing project (distinct from chip sealing) using leftover road funds; Fahrner Asphalt Sealers submitted the low bid and the board approved Resolution 2024-82 (motion by Trustee Ed Wall, second by Trustee Monica Smith). The minutes state this was a crack-sealing-only contract; the specific bid amount for the crack-sealing contract is not listed in the village minutes.
The board also received a municipal campus construction update: the west-side full staircase has been installed making the second floor accessible, first-floor studs are in place, and masons are scheduled to begin exterior stone work.
