Windsor Public Works Committee recommends boardwalk bid, awards crack-sealing contract and notes sewer repair delay

The Village of Windsor Public Works Committee convened Sept. 10 in DeForest and unanimously approved a series of operations and finance items while recommending a boardwalk contract to the Village Board.
Chair Bruce Stravinski called the meeting to order at 8:00 a.m. and the committee voted 5–0 to approve the Aug. 13, 2024 minutes. The committee also voted 5–0 to accept the Director’s Report as presented.
Village Engineer Nick Bubolz updated the committee on multiple 2024 pavement and utility projects. The contractor for the 2024 Street Resurfacing Project completed work on South Meixner Road (CTH V to Mueller Road) except for pavement markings, which were expected to be finished by the end of September. Underground utility work on Maple Street and Morrison Street was reported as on schedule, with utilities expected to be complete by mid-September and road building to follow for an overall October completion target.
Bubolz told the committee that Visu-sewer encountered a collapsed sewer lining on Golf Drive; Visu-sewer hired Maddrell Excavating to remove and replace the collapsed lining. That unexpected work caused the contractor to miss a planned Sept. 1 completion and the committee was told the work was anticipated to finish later in September.
On the Charlie Grimm boardwalk project (between Golf Drive and Melwood Lane), bids were opened Aug. 20. Tom Phelps moved to recommend Village Board approval of the Janke bid; Kitty Repas seconded and the motion carried 5–0. The committee described a projected start in winter or spring, pending the board’s action.
With remaining 2024 roadwork funds, the committee sought bids for a crack-sealing program covering Portage Road (STH 19 to Windsor Road), Golf Drive (CTH CV/Lake Road to Westerly dead end), Fairway Circle, Traveler Trail and Melwood Lane. John Kaat moved to accept Fahner Asphalt’s bid, seconded by Tom Phelps; the motion carried 5–0.
Committee members were also updated on Bear Tree Phase 7, where utilities and concrete ribbon curb are complete and the contractor was preparing grading and the roadway for planned paving in mid-September. Staff listed ongoing items for future agendas, including the MS4 audit, Depot Street improvements, Windsor Road multi-use path projects, updates to water and sewer ordinances and the 2025 CTH CV/Lake Road utility and multi-use path improvements project.
In finance business the committee unanimously approved invoices and accepted the balance sheet, budget comparison, billing statistics and accounts receivable reports after a motion by Kitty Repas and a second from Tom Phelps.

The committee set its next meeting for Oct. 8, 2024. Monica Smith moved to adjourn at 8:26 a.m.; Bruce Stravinski seconded and the motion carried 5–0.
