At the start of the work session Madam Mayor confirmed roll call and council business. Council member Wood (speaker 2) reported that Officer Chris Porowski earned certification as a drug recognition expert and reminded the public the planning commission will hold a June 12 work session on zoning amendments; he also warned short‑term rental permits for the 2025–26 permit year were due May 1 and that staff had issued 110 permits while about 28 operators had not yet renewed.
Council member Larson (speaker 3) gave a finance update: real‑estate tax bills are due tomorrow and penalties apply the following day; utility bills are in the mail and due July 1 with e‑billing available. Larson noted a change in billed amounts and said residents who pay automatically must update their payment amounts to avoid penalties. He also announced a Colonial Beach Community Foundation meetup at the Creative Arts Center with Natasha Ducker as speaker.
Council member Stanford (speaker 7) listed summer events including the Potomac River Festival (June 13–15), a Fire and Rescue Parade and a T‑ball field grand opening at the Colonial Beach Community Center (717 Marshall Avenue) where two Westmoreland Little League t‑ball teams will play. She also reminded residents that dogs are prohibited on the beach and boardwalk through Sept. 30.
Public Works Liaison Rosen (speaker 8) reported recent maintenance: six water leaks, eight sewer backups, clearing sight lines, pothole repairs and placement of holiday lights and memorial banners.
During public comment, resident Nigel Long (speaker 9) asked whether moving to monthly billing would push back the date on which the town receives funds, urging council members to consider municipal cash‑flow impacts. Council members agreed to provide notifications to residents about billing changes and to post notices on social media.
These administrative updates were delivered as part of the council's regular liaison reports; no formal action was taken on these items during the work session.
