Albany selectmen approve Vicki Drive name, join regional solid-waste MOU; several contracts tabled

Town Administrator Lisa told the board Habitat for Humanity had originally proposed 'Vicki Way' but E‑911 officials considered that name too similar to Abenaki Way. "They asked for a Vicki Way…they're willing to go with Vicki Drive," Lisa said. A Selectman moved to approve the name and the motion was seconded; the board voted in favor.
The board also reviewed the consent file, including a manifest listed on the record as $153,086.41 covering accounts payable and payroll for Feb. 17 and Feb. 24, 2026. Selectmen approved the consent items and the minutes from the Feb. 11 meeting after a motion and second.
In old business the board approved an addendum to an Old Colony Road plow-turnaround agreement to allow a homeowner to sign in her current (maiden) name now and add her married signature later when the deed change is complete. A Selectman moved to approve the addendum, the motion was seconded and the board voted "aye."
On intermunicipal cooperation, a Selectman summarized a recent public hearing in Conway on a revised memorandum of understanding and bylaws for the Mount Washington Valley Solid Waste District, explaining that the package includes a detailed methodology and examples for how annual costs will be calculated for each member town. "I would make a motion at this time to approve the memorandum of understanding for the…Mount Washington Valley Solid Waste District," the Selectman said; the motion was seconded and approved.
Two items were tabled for further review. The board tabled a 2026 assessing services agreement from Northtown Associates LLC after members said they had not yet had time to read the contract; a Selectman moved to table the item and the board voted to do so. The board likewise tabled a memorandum from the town of Conway related to Channel 3 until after town meeting or until more information is available.
Chair Rick Hyland told the board he received a call from Senator McConkie saying Albany's project had been placed on the state Department of Transportation 10‑year plan and described the project as the top item on that plan. Hyland cautioned that funding still has to be found and legislative steps remain; the board discussed grant opportunities, including the Northern Borders program, and next steps to secure money.
Before entering a nonpublic session to discuss promotion or compensation of a public employee under the statute cited on the record, the board took a roll-call vote to close the public meeting; members said they would return only to adjourn.
