The appointment followed a brief closed session the council said was held under Section 2.2‑3711(A) of the Code of Virginia for discussion of personnel matters. The council set Salazar’s salary at $80,000 per year, retroactive to March 4, 2026, and approved an additional $5,000 per year contingent on her successful completion of VAZO training.
The motion to accept Susan Rillo’s resignation was made by Councilor Jason Campbell and seconded by Vice‑Mayor Bill Ferguson. The roll call vote recorded six “yes” votes: Daniel Bloxom, Jason Campbell, Brian Corbin, Bill Ferguson, Rodney Lang and Woody Zember; the motion passed. The council then voted on the appointment motion, also moved by Jason Campbell and seconded by Bill Ferguson; the roll call again recorded the same six “yes” votes and the appointment passed.
Earlier in the meeting Mayor Ned Finney called the special meeting to order at 6:00 p.m.; Councilman Brian Corbin gave the invocation and Vice‑Mayor Bill Ferguson led the Pledge of Allegiance. The agenda was adopted by motion of Jason Campbell, seconded by Bill Ferguson, by the same roll call tally. The council recessed into closed session at 6:01 p.m. and returned to open session at 6:08 p.m., after which members certified by roll call that only the matters disclosed in the closed session were discussed.
The meeting adjourned at 6:09 p.m. on a motion by Jason Campbell, seconded by Bill Ferguson. The meeting minutes were submitted by Jamye L. Salazar, Clerk/Treasurer, and show Mayor Ned Finney’s signature line; the transcript of the minutes contains a garbled signature line that was normalized in this report to the mayor’s name as listed at the start of the minutes.
Actions recorded in the minutes are limited to the adoption of the agenda, the closed‑session motion under Code of Virginia Section 2.2‑3711(A), the acceptance of the Town Manager’s resignation, the appointment of Jamye L. Salazar as Town Manager with the salary and training condition described above, and adjournment.
