Onley council restores lost vacation time, approves COLA policy and one officer’s cash buyout

On March 2, 2026, the Onley Town Council unanimously approved changes to employee leave and pay policies, restoring time lost in 2025 for staff and adopting a guaranteed annual cost-of-living adjustment (COLA).
Councilman Jason Campbell, presenting the Employee Committee’s recommendations, said the committee proposed increasing vacation carryover from 40 to 120 hours and establishing a predictable COLA each Jan. 1 to simplify budgeting and compensation. Council adopted the Town of Onley Vacation Time Policy and the COLA Policy by unanimous roll-call votes.
The council also approved a motion to retroactively restore employees’ 2025 vacation balances up to the new 120-hour cap. Campbell said most employees will have hours restored for use in 2026 and only one staff member would qualify for a cash buyout. Council voted to authorize payment of $2,003 to Officer Nathan Anderson for 66 hours above 120; the officer may choose a cash buyout or an hourly restoration.
The personnel changes were presented as measures to address staffing shortages and to provide predictable compensation adjustments. The council did not alter the Holiday Bonus Policy at this meeting and tabled that item for future consideration.
The actions were unanimous: roll-call votes recorded Daniel Bloxom, Jason Campbell, Brian Corbin, Rodney Lang and Woody Zember voting yes on the policies, the retroactive restoration and the Anderson payment. The council directed staff to implement the new policies and to update payroll records accordingly.
The council moved on to other agenda items after completing the personnel votes. The next related budget discussion is scheduled at a March 23, 2026 budget workshop.
