The Village of Windsor Public Works Committee on April 8, 2025, recommended awarding multiple construction contracts and approved a revised engineering scope that raised estimated professional fees for a utility project.
Tom Phelps, a member of the Village of Windsor Public Works Committee, moved that the committee recommend awarding the Windsor Road West multi‑use path and Depot Street improvements contract to R & T Voegeli Excavating LLC; Kitty Repas seconded and the motion carried unanimously, 5‑0. Town & Country engineer Nick Bubolz had reported that R & T Voegeli was the low bidder at $419,722 and recommended a 10 percent contingency for a total project budget of $461,694.20.
The committee also voted 5‑0 to recommend awarding the Manthe Road resurfacing contract to Tri‑County Paving Inc. Tri‑County was the low bidder at $338,151.50; Bubolz recommended a 10 percent contingency for a total project budget of $371,966.65.
On the CTH CV/Lake Road utility and multi‑use improvement project, Bubolz told the committee that village staff expanded the village’s utility work beyond the original scope. He said the revised Town & Country engineering estimate is $456,000; the original scope was estimated at $187,000. Kitty Repas moved to recommend approval of Town & Country’s revised scope of services to the Village Board; John Kaat seconded and the motion carried 5‑0.
The committee approved a requested addition to the 2025 street maintenance chip‑seal contract to include fog‑sealing. Director of Public Works Davis Clark said fog‑sealing was not in the original bid; Rock County Sealcoat LLC provided an estimated cost of $26,492.50. Tom Phelps moved to approve the additional fog‑sealing work; Kitty Repas seconded and the motion carried 5‑0.
Parks and Conservancy Manager Chad Courtier recommended purchasing a Bobcat soil conditioner attachment to support parks and public‑works tasks, noting the attachment can be difficult and expensive to rent. Two quotes were received and Mid‑State Rental and Sales submitted the lowest quote; John Kaat asked staff to confirm whether a listed tariff surcharge applied. The committee voted 5‑0 to recommend the purchase to the Village Board.
Committee members also approved routine financial items, including invoices, the balance sheet, budget comparison, billing statistics and accounts receivable reports. The committee set its next meeting for May 13, 2025, and adjourned at 8:39 a.m.
What happens next: these recommendations go to the Village Board for final approval and any required contract execution.
