Windsor board approves MS4 report, 2026 road resurfacing awards and a camping ordinance in unanimous votes

Director of Public Works Davis Clark presented the Municipal Separate Storm Sewer System (MS4) Permit Annual Report. Trustee Monica Smith moved to approve the report as presented and Trustee Jessica Zander seconded; the motion carried 5-0.
The board then approved multiple resolutions and an ordinance. Motions passed unanimously (5-0) for Resolution 2026-30 (award of the 2026 resurfacing projects, with corrections to language), Resolution 2026-31 (purchase of a 2025 Ford F‑250), Resolution 2026-32 (conservancy management for Prairie Creek and Windsor Crossing), Resolution 2026-33 (updated election inspectors), Ordinance 2026-07 (creating section 36‑128 on camping in the Village Code), Resolution 2026-34 (replacement of a Legacy Exacq recorder at the Public Works facility), and Resolution 2026-35 (ratification of the latest snow emergency).
President Bob Wipperfurth asked staff to confirm whether lane striping was included in the resurfacing bid; Trustee Bruce Stravinski identified two errors in the resurfacing resolution's language and the board approved the resolution with those errors to be corrected. No additional dollar amounts, contractor names, or other procurement specifics were provided in the meeting record.
In other business, the board thanked Public Works for response to the recent snow event. President Wipperfurth announced that new Village Clerk John Moe will begin on March 23.
