Overland City Council approves stormwater grant participation and permits for new restaurant, contractor office and dispensary sign

On land‑use items, the council advanced and approved multiple conditional use permits on second reading. Bill 08‑2026 grants a CUP to Easton Romer to operate a Jamaican restaurant (Palm Tree Restaurant) at 10086 Page Avenue in the C‑2 General Commercial District. According to the staff presentation, the restaurant would be owner‑operated with four employees, hours of operation Sunday–Thursday 10 a.m.–10 p.m., Friday–Saturday noon–midnight, closed Mondays; overnight parking and outside storage would be prohibited. Joe read the ordinance text citing section 402.20(c) in appendix A of the municipal code; the motion carried on second reading and the ordinance will become Ordinance 2026‑08.
Bill 09‑2026, approving a CUP for Laura Sanchez to operate a construction contractor’s office (New Life Roofing) at 2138 Number 6 Woodson Road in the C‑1 Neighborhood Commercial zoning district, also passed on second reading. Staff reported the operation would be owner‑operated with two employees, hours Monday–Saturday 8 a.m.–5 p.m., and that Planning & Zoning recommended approval. The council moved, seconded and voted to approve the ordinance on second reading.
Bill 10‑2026 grants permission to Beleaf Medical DBA Suede to install a commercial electronic message board sign at 9720 Page Avenue in the C‑2 district. The sign described in staff materials is double‑sided, 5 by 10 feet (50 square feet). Joe read the ordinance language referencing section 408.50(d)(2) of the municipal code; the council approved the bill on second reading and it will become Ordinance 2026‑10.
The council also approved Bill 11‑2026, a lot consolidation plat for 10055 Page Avenue and 1701 Northfield Drive, and a resolution (Res. 2026‑15) authorizing notice of records scheduled for destruction. For each ordinance and resolution presented, the council moved, seconded and recorded the votes as carried with no recorded opposition.
The actions conclude the public‑hearing process for the three applicants; Mayor Little told the applicants they were approved and thanked them. The ordinances cite specific municipal code sections and will be recorded or codified as part of Overland’s official record as indicated by staff.
