Plan Commission defers decision on Grant Regional Health Center expansion pending rezoning and public hearing

The Plan Commission on Jan. 12 heard a presentation from Dan Dreessens of Delta 3 Engineering on the final site plan for the proposed expansion of Grant Regional Health Center and postponed a decision to allow for a public hearing on a related rezoning.

Dreessens described proposed solutions raised at the December preliminary review: the hospital seeks rezoning of Parcel 246-1046 from C-1 (general business) to C-2 (central business) so a loading-dock canopy can meet setback requirements; the east-side sidewalk on Madison would likely be closed from Lincoln to Oak and DOT-compliant signs would direct pedestrians to the west side of the street or around the hospital campus; during sewer construction, flaggers would control one-way daytime traffic while the contractor maintains two-way traffic at night by backfilling and preserving lane width; contractors will pave one 12-foot lane at a time during reconstruction (each taking 2–3 days to cure); parking will be eliminated for the duration of the street work; and all delivery truck maneuvers will be performed within the hospital parking lot.

Resident David Janney asked how driveway access would be handled during construction; commission discussion focused on flaggers, staged paving and driveway access mitigation. Kuchta recommended delaying action to allow scheduling of a public hearing on the rezoning; a motion by Matt Pennekamp, second by Rick Benson to postpone the item until February carried 6-0 on a roll-call vote.

Why it matters: The expansion affects traffic patterns, pedestrian routing and on-street parking near Madison; rezoning is needed for the proposed loading-dock canopy and will require additional public hearing and notice.

What happens next: Plan Commission will consider the hospital’s final site plan after the rezoning public hearing is scheduled and completed.
