Plan Commission delays rezoning decision for 704 S. Harrison after neighbor opposition

The City of Lancaster Plan Commission on Jan. 12 postponed action on a petition to rezone 704 S. Harrison (Parcel 246-1135) from R-1 (single-family) to R-2 (one- and two-family) to allow the Zoning Board of Appeals time to review a required driveway-width variance.
Neighbors Bill Mahaney and Sue Mahaney spoke in opposition during the public hearing, and Russ Fischer submitted an opposition message to City Hall because he was out of state. Linda Barr, who lives south of the property, also voiced concerns. Property owner Kevin Raisbeck said he has renovated the building to provide housing for "high-quality tenants" and wants to conform to city requirements.
City administrator Michael Kuchta recommended delaying action to let the Zoning Board of Appeals address the variance. Matt Pennekamp moved to postpone the rezoning request until the February meeting, Kevin Timmerman seconded, and the motion carried on a 6-0 roll-call vote.
Why it matters: Rezoning a parcel from single-family to one- and two-family affects allowable uses and potential occupants. Neighbors’ opposition and a pending variance are the primary reasons for delay.
