McLennan County approves Logically AI pilot agreement, pending legal review

McLennan County on June 2 approved a master services agreement with Winxnet LLC, doing business as Logically, to run a pilot of an artificial-intelligence platform, with the Court conditioning the authorization on review by county legal staff.
County Director of Information Technology John C. Carter presented the item on the agenda as a pilot for 25 Logically AI platform licenses. The Logically proposal listed a unit price of $200 per license per month. "This is the agreement that needs to be signed for this pilot," Carter said in materials submitted to the Court.
The Court voted to authorize the agreement after Commissioner Smith amended his motion to require legal review before final execution. Judge Scott M. Felton, Commissioner Smith, Commissioner Jones and Commissioner Perry voted in favor of the motion. The approved authorization directs staff to complete legal review and return with any required contract edits before the county signs or makes payments.
Why it matters: The county is pursuing the pilot as a bounded procurement to evaluate AI tools for internal workflows. The Court recorded the monthly license cost in the proposal and required legal vetting before committing county funds or data to the vendor.
What’s next: County staff will complete the legal review and report back; the purchase is limited to the pilot terms in the Logically proposal unless the Court votes to expand the program.
