Parksley council adopts 2020–21 budget, approves several administrative motions

The Parksley Town Council adopted its 2020–2021 budget during the Aug. 10 meeting and approved a package of administrative motions covering banking signatures, water-billing language and temporary pavilion use.
Councilman Sam Welch moved to adopt the 2020–2021 budget; the motion passed by voice vote. The meeting minutes also record that Councilman Ricky Taylor said he voted nay while the measure was otherwise approved by voice vote.
Councilwoman Dana Bundick moved to remove Wayne Marshall and Letita Greer from Taylor Bank accounts, to add the signature of Frank A. Russell II, and to require two signatures for transactions, specifically the signatures of Councilman Sam Welch and Mayor Frank Russell; the motion was seconded and approved by voice vote.
In new-business motions, the council voted to revert to the previous policy of not charging churches for water and to change a water-billing term back to "debris" from "solid waste." Councilman Dan Matthews moved that the pavilion be made available to the Railway Museum for August and September bingo, weather and COVID permitting; that motion passed. Councilwoman Dana Bundick moved that Mayor Frank Russell be the town's primary Virginia Retirement System (VRS) administrator; the motion passed.
Other items on the agenda included reports from the police chief and council updates about new office hires, planned edits to a personnel policy, website and Facebook administration changes, completion of hydrant work, and sidewalk repair near Jaxon's. The meeting adjourned at 8:47 p.m.
