Hinsdale adopts updated Right to Know policy requiring in-person request forms

The Hinsdale Select Board voted June 29 to adopt an updated Right to Know policy (2025-18) that requires all requests for public records to be filed on a physical form in person rather than by email.
Town Administrator Kathryn Lynch said the update was recommended by the Town attorney and that all Right to Know requests should come to the Town Administrator so they can be acted on in a timely manner. Under the new policy the requester must fill out a form in person; emails will no longer be accepted as the formal request method. When Chair Diorio asked whether the policy change would affect Hinsdale residents, Lynch said it would not.
Board Member Jessica Green moved to adopt the Right to Know policy (2025-18) as presented; Board Member Bernie Rideout seconded and the motion passed unanimously.
The policy language and the requirement for in-person submission reflect the town attorney’s recommendation; the board did not discuss an alternative electronic intake process at the June 29 meeting. Staff will implement the new procedure immediately, and the policy was recorded as effective the day of the vote.
