Council previews consent calendar and July Jubilee items; staff OKs single-event alcohol sales and extended music hours request

At the July 13 work session the North Bend City Council reviewed several consent and event items that staff plans to place on the agenda for the July 14 council meeting.
Items the council previewed include authorization to bid a pavement repair project on Newmark Avenue (staff said the water board offered to contribute toward costs), acceptance of P2 development roadway and utility improvements for city maintenance, and a housekeeping renewal of Cisco calling services that staff said will save roughly $4,000 per year over a three-year contract.
A vendor representative (introduced as Josh) told council the new hosted-calling contract will reduce annual costs by about $4,000 and maintain existing services. "We're gonna save about $4,000 a year this time around," the vendor said.
Councilors also considered event-specific permissions connected to July Jubilee. Stephanie Wilson of the Visitor Center briefed the council on July Jubilee activities, including an ambassador coronation, run/walk, and a new free fire-truck ride; she said event schedules and registration links are posted on the city’s July Jubilee web page.
Staff also asked council to approve a one-time extension of amplified-music hours to 11 p.m. on July 17 for an after-stroll event, with organizers committing to direct speakers inward and close sliding doors to reduce sound. The request was described as a single-event permission, not a change to ongoing policy.
In addition, staff said Tyler of Rich Wine Vineyards requested permission to sell packaged bottles at the Sip and Stroll; staff noted the vendor is licensed with the Oregon Liquor and Cannabis Commission and the liquor-control agency recommends an official city sign-off. Staff said sales would be packaged bottles for retail purchase (not open consumption).
Council did not record final votes on these items during the work session; staff indicated the items will appear on the consent calendar or as action items at the next regular meeting.
