The Prairie View City Council voted 3–2 on July 13 to approve a resolution that authorizes Carl Jones to sign city contracts and designates the mayor as an emergency-only signer for grant and emergency-management purposes.
Councilmember DuSette moved the resolution and staff said the Texas General Land Office (GLO) and other grant-making bodies requested a formal resolution to document who can sign contracts on behalf of the city. Attorney Aghetto explained the resolution formalizes authority already vested by charter to the city manager and will provide the GLO and others the paperwork they routinely require.
Councilmember Manuel registered a formal objection during the readiness call: “There’s not enough information,” she said, citing lack of a printed explanation tying the resolution to a specific grant. After discussion, council held a roll-call vote. The transcript records the roll-call as: Councilmember Manuel — Nay; Councilmember Reid — Yes; Councilmember James — Nay; Councilmember Williams — Aye; Councilmember Doucette — Aye. The motion passed 3–2.
Why it matters: staff said the resolution was requested by grant administrators to ensure timely application processing and enable staff to execute contracts when required. Dissenting council members said they needed more documentation on the underlying grants and the authority being conferred.
The measure takes effect immediately so the city can provide the resolution to grant-making bodies and proceed with pending applications and contract work. Council directed staff to provide additional background documentation for council review.
