A staff member explained that the strategic goals tie into every agenda item and described ongoing steps to address an estimated $1.2 million gap across upcoming budget cycles, including drawing reserves, trimming contingency and piloting cost-saving measures. "We actually gave you concerted areas where we took money out of what we call our reserves, out of contingency, and sort of streamlined your budget," the staff member said when summarizing recent actions.
Staff highlighted that some services could be affected: the library is scheduled to bring a proposal to the next meeting that may include reduced services to align with budget constraints. Council discussed how one-page summaries and public-facing materials can help citizens understand the difference between fees for services and taxes funding general operations.
Council members asked for clarity on metrics and public engagement; staff noted modest downloads of the posted budget document (11 downloads reported) but cautioned that a download does not necessarily indicate full review. Staff recommended councilors use the one-page summary to communicate strategic priorities and to solicit public input.
No final policy changes were adopted at the work session. Staff asked councilors to share top legislative priorities for the League of Oregon Cities and to continue engagement on budget trade-offs ahead of the next budget cycle.
