Chairman Barry Boos and Randy countered that obtaining a guaranteed fixed price may not be possible because "there could be unforeseen things that may cost more money," and that flexibility would be necessary. Supervisor Paul Goeglein moved to proceed with notifying the contractor; Chairman Boos seconded the motion. The motion carried 2-1, with Supervisor Kannard recording the lone dissenting vote.
The board did not adopt a firm guaranteed price or state a contingency amount in the motion. No additional funding sources or formal change-order procedures were specified during the discussion. The board's action, as recorded in the minutes, was limited to instructing staff to tell the contractor he would be awarded the job, with Supervisor Kannard opposing that step.
The next regular Town of Sullivan board meeting is scheduled for June 2 at 6:30 p.m., when related procurement items and bid confirmations (including the culvert on Circle Drive) are expected to be revisited.
