South Hill council certifies closed session after discussing land purchase and sewer agreement

Mayor Mike Moody called the South Hill Town Council to order at 5:30 p.m. on June 8, 2026, at the temporary council chambers in South Hill Town Hall. The council moved into a closed session to discuss potential acquisition of two parcels of real property and to consult with legal counsel regarding a sewer agreement.
The closed session was initiated after a motion by Vice Mayor Gavin Honeycutt and a second from Councilor Delores Luster, citing Virginia Code § 2.2-3711 A(1), A(3) and A(8) as the statutory bases for the meeting to be held in private. The motion passed unanimously. Mayor Mike Moody announced publicly that the council had entered Closed Session.
After the closed-session discussion, Councilor Carl L. Sasser, Jr. moved, with Councilor Luster seconding, that the Closed Session be adjourned and the council reconvene in Open Session; that motion also carried unanimously. The council then considered and adopted a Resolution Certifying the Closed Session. Councilor Luster moved the resolution, and Councilor Ashley Hardee seconded it. A roll-call vote recorded each council member as "Aye": Councilor Randy Crocker, Councilor Lillie Feggins-Boone, Councilor Jennifer Freeman-Hite, Councilor Ashley Hardee, Vice Mayor Gavin Honeycutt, Councilor Delores Luster, Councilor Carl L. Sasser, Jr., and Councilor Michael Smith. The resolution states that, to the best of each member's knowledge, only public business lawfully exempted from open meeting requirements was discussed and that the matters discussed were those identified in the motion to convene the Closed Session.
Personnel and staff attendance noted in the minutes: Business Development Manager Brentley Morris was present until 6:13 p.m., at which time Director of Municipal Services C. J. Dean joined the meeting. Town Attorney Jesse Bausch was present for the entirety of the meeting. Councilor Jennifer Freeman-Hite is recorded as arriving at 5:32 p.m. The meeting adjourned at 6:31 p.m.
The minutes document includes a validation line stating the minutes were "approved this 13th day of July, 2024." That date is inconsistent with the meeting date shown in the minutes (June 8, 2026); the minutes themselves present both dates.
