South Hill approves easements and awards $14.5 million in Route 58 bypass water and sewer contracts

At its June 8 meeting, the South Hill Town Council approved a resolution authorizing acquisition of right‑of‑way and easements for the Dockery Creek Sewer and the Route 58 Bypass Utility Projects and awarded two construction contracts totaling $14,533,089.
Director of Municipal Services C.J. Dean opened a public hearing on the easement and right‑of‑way acquisitions, saying negotiations with property owners have been ongoing for several months and that easements are needed to maintain Town infrastructure. Dean told the council the project will not impede property development. During the hearing resident Wade Crowder asked whether the Town intended to acquire property from affected landowners "by force;" Dean responded that the Town would make bona fide offers and would pursue condemnation only if purchase attempts failed.
Council then voted unanimously to approve the resolution authorizing acquisition of the necessary property rights; the resolution includes authority to pursue "quick take" condemnation under applicable sections of the Virginia Code if negotiations are unsuccessful.
On procurement, council awarded Route 58 Bypass Sewer Extension Project Contract A to Haymes Brothers, Inc. for $6,493,450 and Contract B (Route 58 Bypass Water and Sewer Extension Project) to Concrete Foundations, Inc. for $8,039,639. Mr. Dean said the two contracts will run concurrently from the same starting point to minimize conflicts and noted the water portion of the broader project is fully funded by Microsoft while the sewer portion has $12 million budgeted.
Council also approved a sewer repair agreement allowing the Town to complete sewer line repairs adjacent to Town Hall at a cost not to exceed $20,000; the agreement includes a release of liability from the property owner and authorizes the Town Manager to sign related documents.
Separately, the council awarded a FY27–FY29 fuel contract to Parker Oil Company, Inc.; Parker was the only bidder and pricing was unchanged from the prior year. Councilor Michael Smith abstained from the fuel contract vote due to a conflict of interest.
The council authorized the Town Manager to execute all related contract documents. Meeting materials and staff remarks indicate major water and sewer expansions are scheduled to begin in July 2026 as easements are finalized.
