The Union Bridge Town Council adopted Resolution 012025 on Feb. 24, 2025, approving the fourth amendment to the Union Bridge and Environs Community Comprehensive Plan, council leaders said.
The action follows a public hearing advertised in the Carroll County Times and a 14-month review by the Union Bridge Planning and Zoning Commission. Town attorney Mandy Porter said the comprehensive plan is a policy document that guides future growth and must be updated periodically. "A comprehensive plan is something that is a vision looking towards the future of the town," Porter said.
The amendment updates and supplements map revisions, text changes, demographic data and adds a housing element required by state law, the council heard. A town planning consultant summarized the commission's work for the record, saying the commission's approved fourth amendment is "the end product of the commission's 14 months review and update of the town's 2008 comprehensive plan as previously amended." He told the council adoption would implement the plan amendment, zoning map amendments and one code text amendment.
Council members moved and seconded the adoption following the attorney's explanation. Ellen (council member) moved to adopt Resolution 012025; the motion was seconded and approved by voice vote. The chair announced the measure was approved.
