Sheridan council approves intent to adopt zoning fee schedule and an interlocal planning agreement with Madison County

The Town of Sheridan council on Dec. 8 read Resolution No. 2025-19, a resolution of intent to adopt a town zoning fee schedule, and approved an interlocal agreement with Madison County to provide planning services and a potential zoning administrator.
Mayor Robert Stump read the zoning-fee resolution to the public and the council corrected a printed reference to Zoning Ordinance No. 127, noting it should be No. 128. Jan Bowey, describing the Zoning Commission’s work, said the commission compared fee structures with neighboring jurisdictions including Boulder and Ennis and recommended tracking the new fees for one to two years to confirm they are in the right range. "We looked specifically at Boulder and Ennis when we came up with the fee schedule," Bowey said.
Cody Marxer, Madison County Planning Director, spoke in support of the interlocal agreement and said she was willing to provide planning services and serve as the Zoning Administrator function under the renewed agreement. Marxer recommended the town and county reevaluate the arrangement in one year to determine whether it is meeting the town’s needs.
Tamara Todd moved to adopt Resolution No. 2025-19; Russ Hamilton seconded. The council approved the resolution by unanimous vote. The council scheduled the first reading of the zoning-fee ordinance for Jan. 12, 2026, at 6:00 p.m. at the Sheridan Senior Center and the second and final reading for Feb. 9, 2026, with the resolution expected to take effect in early March after required public hearings and waiting periods.
Separately, the council adopted Resolution No. 2025-20, renewing an interlocal agreement with Madison County to provide planning services and to allow the Zoning Commission to appoint an administrator. The motion to adopt the interlocal agreement passed unanimously after discussion of staffing options and cost considerations.
Both measures passed without recorded dissent; council members present voted unanimously in favor.
