Monroe council adopts resolution declaring intent to reimburse certain project expenditures from future bond proceeds

The City of Monroe Common Council approved a resolution on Dec. 16 declaring its official intent to reimburse certain expenditures from the proceeds of future tax-exempt bonds or other tax-exempt obligations. The resolution, offered by the Finance & Taxation Committee, lays out sections on expenditures of funds, declaration of official intent, unavailability of long-term funds, public availability of the resolution and an effective date.

A staff presenter described that the issuer expects to finance projects including street improvements, equipment and vehicles on a long-term basis by issuing tax-exempt bonds or obligations, and that because bonds will not be issued before project commencement the city must advance funds on an interim basis. The resolution deems it necessary and desirable for the issuer to advance monies on an interim basis until bonds are issued.

Council members asked no substantive questions and the clerk called the roll; the resolution passed. The resolution is effective upon adoption and was recorded Dec. 16, 2024.

Council did not provide additional project-level allocations in the meeting discussion; the resolution establishes the formal municipal intent and process for later reimbursement claims tied to future borrowing.
