Florence adopts citywide fee schedule and streamlines liquor-license renewals

The Florence City Council on June 15 adopted a consolidated, citywide fee schedule and approved changes to how annual liquor license renewals are processed, voting unanimously on each item.
City Clerk Cortlyne Huppe explained that Ordinance No. 4-2026 amends the Florence Municipal Code to allow the City to follow a consolidated fee schedule rather than maintaining scattered numeric fees in multiple code sections. Councilor Stiefel moved to adopt the ordinance on second reading; Councilor MacKinnon seconded and the motion passed 7–0.
Huppe also described proposed changes to Chapter 5.28 of the code that would remove numerical liquor licensing fees from the municipal code and streamline administrative processing. Under the proposal in Ordinance No. 5-2026, the City Clerk’s office would manage basic annual liquor-license renewals administratively rather than submitting each renewal to the City Council for liquor-board approval. Councilor MacKinnon moved approval on first reading; Councilor Gardner seconded and the motion passed 7–0.
Separately, the Council adopted Resolution No. 8-2026 to formally adopt the citywide Fee Schedule (Exhibit A), which includes updated liquor licensing, application and processing fees. Councilor MacKinnon moved to adopt the resolution; Councilor Mergelman seconded and the motion passed 7–0.
The fee-schedule changes centralize fee setting and give the City Clerk authority to process routine liquor license renewals, which City staff said is intended to streamline administrative workload and maintain more consistent fees across departments. The resolution and ordinances will be reflected in Florence’s municipal code and fee schedule going forward.
