The Stephens City Town Council on Feb. 4 approved regular meeting minutes, designated account signatories, and heard departmental reports from the treasurer, police and fire departments.
Councilman Linden A. Fravel moved to approve the minutes of the Jan. 14 meeting; the motion carried with aye votes from Councilors Ronald Bowers, Linden A. Fravel Jr., Joseph W. Hollis, Tina Stevens and Regina Swygert-Smith. Finance Committee Chair Joseph Hollis moved to designate Town Manager Michael M. Majher, Town Treasurer Steve Rickards and Councilor Joseph W. Hollis as signatories on existing bank accounts; the motion carried with the same recorded vote.
Town Treasurer Steve Rickards summarized town finances and provided the attached revenue-and-expenditure reports showing total revenue of $144,806.08 and total expenditures of $80,268.02 for the February reporting period. Bank balances listed on the financial reports show combined fund balances and reserve accounts.
Interim Police Chief Steve Hawkins submitted a written police report and told the council the department responded to 644 calls for service in February, issued 21 citations and filed 12 incident reports covering offenses from vandalism to assault. The minutes note that Officer Tyler Payne submitted two grant requests for speed-measurement and alcohol-enforcement equipment that would also fund overtime.
Fire Chief Timothy Vaught presented the volunteer department's report and said the department is preparing its budget; Chief Vaught said Frederick County has been very helpful in coordinating support.
Deputy Town Clerk Kelly Thatcher, reporting for an absent Town Manager Mike Majher, said Public Works has nearly completed the yard-waste site (pending a fence), completed an addition to the garage, and is preparing cost/time estimates for sidewalks at the Commons; the town implemented a monthly staff meeting to improve operations, and late bills were mailed with a cutoff scheduled on the 11th.
Mayor Mike Diaz said the police-chief search remains in progress and has been narrowed to six candidates; background checks and interviews are the next steps. The council adjourned at 6:29 p.m.
