The Stephens City Town Council voted Feb. 4 to rezone a nine-acre parcel at the West Wynd boundary from I-1 (industrial) to NDD (Newtown Development District).
Evan Wyatt of Greenway Engineering presented the rezoning request at the council's public hearing and said the proposed mixed-use designation was consistent with the project's proffers. "There would be no development until this was rezoned," Wyatt told the council, and he said the application materials had been submitted to Frederick County with no feedback.
Councilman Linden A. Fravel Jr., speaking on a planning recommendation, made the motion to adopt the zoning change. The motion carried with recorded aye votes from Councilors Ronald Bowers, Linden A. Fravel Jr., Joseph W. Hollis, Tina Stevens and Regina Swygert-Smith; Councilor Jason Nauman was recorded absent.
The rezoning changes the parcel's allowed uses by moving it from an industrial zoning category to a mixed-use Newtown Development District; the council record and the applicant's presentation did not list a development plan or timeline. The council did not attach additional proffers or conditions beyond those presented by the applicant.
