North Beach council releases balanced FY27 draft budget, schedules public hearing

Town staff presented the draft FY27 budget and the council voted to publish the plan for public hearings after members asked for clearer labeling and detail in the public materials.
Veronica Atkinson, the town’s capital and budget analyst, told the council the FY27 general-fund revenues total $4,734,457 and that total general-fund expenditures match that figure — producing a balanced draft budget. Atkinson said staff had prepared separate enterprise budgets: a water-fund budget of $613,571 and a sewer-fund budget of $1,214,768, and outlined scheduled CIP projects for the next six years.
Councilmembers pressed staff for clarity on the revenue line labeled simply “taxes.” The council asked for that label to be expanded (for example, treated as property taxes) in public-facing materials so residents understand what comprises the town’s tax-derived revenues.
Atkinson also reviewed debt-service budget items that will be paid from operating funds: general-fund debt service of $273,213, sewer fund debt service $118,966 and water fund debt service $101,163 for FY27. She said staff will continue to pursue grants to offset CIP project costs where feasible.
After discussion, the council voted to release the FY27 draft budget for public hearing and return in May to consider adoption following the hearing and any public comments.
