Resident offers to draft 7th Street pump-station plans; town attorney sends indemnification letter

Bob Gray, a North Beach resident and civil engineering–trained volunteer, told the council on March 12 that he would prepare drawings at no charge for the proposed 7th Street pump station after being told professional drawings would exceed $40,000.
Gray said he lacks Maryland professional-engineer registration and errors-and-omissions insurance and therefore requested a town indemnification letter before proceeding. “I volunteered to do them for nothing. Dollars 0,” Gray said, and added he needed the town’s indemnity to avoid personal liability.
Town Administrator Linda Visalia said she had checked with the town attorney and that the office sent a letter to Gray the previous evening; she offered to print a copy before he left. “So I can print out a copy of that for you while you’re here,” Visalia said.
Gray described field reconnaissance he performed with public works staff and said he would have the town engineer review his work and provide the required PE stamp if the town accepts his offer. Council members thanked Gray for volunteering and confirmed staff will follow up with the resident and the town engineer to move the project forward.
The exchange did not include a formal vote; staff will follow up with Gray and document the indemnification and review path.
