North Beach council delays planning and zoning fee increases for six months

Town staff recommended the council delay any increase to planning and zoning fees until accessory-dwelling-unit (ADU) legislation and forthcoming state guidance are finalized. On March 12, 2026, the council voted to defer fee changes for six months and to maintain the current $20.25 fee structure in the meantime.
Town Administrator Linda Visalia told the council staff completed a five-year fee review and noted the town has not raised fees since FY21; given ongoing ADU policy work and potential changes from Annapolis, staff recommended deferral to avoid multiple staggered changes. “We will maintain the $20.25 fee structure,” she said.
Council members expressed general agreement about the need to recapture some costs but also noted any decision may fall to the next council if the deferral period overlaps the council transition. The motion to defer was moved, seconded, and adopted by voice vote.
Staff will revisit the fee schedule once state guidance and ADU-related fees are settled and will return to council with proposed fee adjustments.
