Clifton council authorizes appraiser for streetscape easements and weighs utility pole relocation costs

The Clifton Town Council approved a motion to hire a VDOT‑approved appraiser for the Streetscape Phase 2 right‑of‑way process at an expense not to exceed $5,000. Councilmember Regan McDonald moved the action, Mayor Bill Hollaway seconded, and the motion passed by roll‑call with all six members recorded as "Aye."
Councilmember McDonald also raised whether to remove or relocate utility poles on the Peterson side of the street; he said coordination for pole relocation could cost about $35,000 per pole. The council asked McDonald to contact Jim Chesley to interface with NOVEC to obtain actual cost figures. For planning purposes the Committee decided the project design will proceed as if the poles will remain in place, pending cost estimates and further discussion. The Streetscape Committee reported a Jan. 31, 2019 deadline to acquire required easements and said some parcels might qualify for an appraisal waiver.
The approved appraisal authorization and follow‑up on pole relocation are intended to keep the streetscape right‑of‑way process on schedule while the committee secures necessary property interests and refines project costs.
