Greer — The City Council on July 14 approved awarding a contract not to exceed $200,000 to Compliance EnviroSystems (CES) to perform Phase 2 of the pilot watershed study for the Bible Brook watershed, including zoom-camera manhole inspections, CCTV inspections where defects are found, 360-degree manhole documentation and inspection reports to support repair recommendations.
Adam Vidalis, stormwater engineer, told council Phase 1 (completed in 2023) produced GIS mapping and a hydraulic model but lacked photos/videos and full condition inspections. Phase 2 will focus on inspections of roughly 76,000 feet of storm drain across two subbasins (about 900 pipes), with the consultant conducting an estimated 900 zoom inspections and assuming about 30% will need full CCTV follow-up. Vidalis said CES offered the best combination of price and experience among three vendors and introduced the "zoom camera" approach as an efficient way to inspect pipes quickly.
Vidalis said the scope and the not-to-exceed price reflect assumptions in the bid (estimated quantities and an assumption that 30% of pipes will require full CCTV). Council asked if the contract would be time-and-materials or fixed-price and sought clarity on assumptions; staff explained the not-to-exceed figure accommodates those uncertainties. Funding for the contract will come from the stormwater fund.
Council approved the award by voice/roll call. Vidalis said inspection reports will inform capital-improvement project recommendations for the next budget year.
