Some cited widespread community financial stress and asked for a pause or a slower ramp; others argued the county faces an increasing maintenance backlog and urged faster implementation or a larger one-time increase. Chair Harrington said a shorter ramp (two or three years) would be preferable to an extended five-year phase-in, but ultimately several commissioners favored Scenario 1 as the most politically and economically palatable option.
Several board members emphasized that state legislative action could preempt local fee adjustments and urged the board to move in a timely manner if it wished to act. Staff said the county could prepare an ordinance and, if the board desired, schedule readings and a public hearing in August with an implementation target of July 1, 2027, subject to the county’s process and ODOT’s implementation window.
At the work session’s close on the VRF topic, the board directed staff to prepare an ordinance for Scenario 1 (the phased $10 approach) to return for consideration, with the understanding commissioners hold differing preferences on pace and timing. No final adoption vote was taken at the work session; ordinance drafting and a formal hearing remain the next steps.
