Staff described the administrative burden of the change: preparing FY27 forms took two staff members three days to produce, and tracking incoming forms and student moves will add workload. Trustees asked staff to bring more detailed, school‑level numbers (for Hamilton, Victor and Corvallis) at the next meeting so trustees can see the precise impact on collections and payouts.
