Titusville CRA approves $75,000 annual MOU with Main Street Titusville

The Titusville Community Redevelopment Agency voted unanimously July 14 to approve a memorandum of understanding (MOU) that would commit the CRA to provide $75,000 a year to Main Street Titusville, contingent on approval in the fiscal 2027 CRA budget.
The MOU, presented by the executive director, formalizes a partnership to implement the Main Street four-point approach — organization, promotion, design and economic vitality — and is intended to help the Main Street organization move from volunteer leadership to hiring a paid executive director. The agreement requires Main Street Titusville to submit quarterly expenditure reports to the city and quarterly program data to the state Main Street office in Tallahassee.
"Receiving this funding will enable us to begin the process of hiring an executive director who can focus full time on downtown revitalization, business recruitment and grant development," Lisa Mosher of Main Street Titusville said, summarizing the organization's progress since forming a board and securing 501(c)(3) status. "Professional management is the key to long-term success," she added.
Board members asked staff how the $75,000 would be spent and whether the commitment was multi-year. Staff said the amount is included in the proposed FY27 CRA budget and that the MOU is structured to renew each year, requiring CRA approval within the annual budgeting process. Member Nelson asked for and secured language for a callback/termination provision; the city attorney confirmed that suggested language had been prepared for the board to include.
Member Nelson moved to approve the MOU with a callback provision; the motion was seconded by Vice Chair Cole. The clerk called the roll and members voted in favor; the motion carried.
The board directed staff to monitor expenditures through the required quarterly reports. The MOU and its funding will proceed only if the FY27 CRA budget is adopted with the appropriation.
