Director of Public Works and staff explained current practices: the city conducts weekly testing during swim season (daily when in advisory) and posts advisories using Butte County Public Health thresholds (advisory at >100 MPN E. coli; "swimming not advised" at >320 MPN).
Public commenters noted the overlap of multiple watershed issues (groundwater, habitat restoration) and asked for clarity about responsibilities. The council unanimously approved (6-0 with 1 absence) the motion to agendize the commission discussion, invite Buchanan Public Health to brief the council, and direct staff to evaluate participation in a swimmer-illness study and related costs.
