"My comment ... is we need to set an amount that we want to build up to in our contingency fund and budget and put that in our budget as a budgetary item," the speaker said, expressing concern that relying only on surplus-driven transfers leaves the target undefined.
A separate exchange addressed statutory bonding requirements for the finance director. One council member noted the state requires finance directors to be bonded; another speaker (speaker 11) explained the city can satisfy the requirement either by purchasing a bond or by carrying an appropriate crime-insurance policy, which some municipalities use instead of obtaining a separate bond to avoid duplicate cost.
Council members held voice votes and recorded affirmative responses for the ordinance's progression. Several members said the finance committee discusses contingency planning in greater detail at its monthly meetings and invited interested residents and council colleagues to attend.
