Old Courthouse Ad-Hoc Committee forms, elects Clay Haynes chair; report due to General Operations on April 6

The Old Courthouse Ad-Hoc Committee met Feb. 26, 2026, in Conference Room 112 in Sumner County to organize members, elect officers and set near-term deadlines for a renovation report to the General Operations Committee.
Commissioner Ben Harris called the initial meeting to order at approximately 5:30 p.m. Commissioner J. Wes Wynne provided the invocation and moved to accept the agenda; Reginald Mudd seconded the motion and it passed unanimously.
During recognition of the public, Commissioner David Klein presented his vision for renovations and asked that the committee consider adding at least three additional members to the Ad-Hoc group.
Clay Haynes was nominated by Commissioner J. Wes Wynne and seconded by Reginald Mudd and was elected chair unanimously. Amy Nixon nominated Reginald Mudd for vice chair; Commissioner Wynne seconded, and Mudd was elected vice chair unanimously.
Members introduced themselves and outlined their backgrounds before discussing a plan of action for the property. The committee focused on developing two or more renovation options, estimating costs and exploring possible uses for the space, including preservation and tourism-oriented approaches. Commissioner Ben Harris instructed the committee to present a report to the General Operations Committee on April 6, 2026; Commissioner Wynne asked that the report include at least two options. Chairman Clay Haynes asked that General Operations provide a clear direction for the Ad-Hoc to work toward.
Committee members agreed to solicit community feedback on the courthouse’s future and to ask county staff to begin removing nonhistoric drop ceilings and excess walls so members could better assess the interior shell and layout. The group also agreed to follow Robert's Rules of Order for committee procedure.
The committee scheduled its next meeting for March 26, 2026, at 5:30 p.m. in conference room 112 and resolved to hold future meetings on the fourth Thursday of each month at 5:30 p.m. Vice Chair Reginald Mudd moved to adjourn, Commissioner J. Wes Wynne seconded, and the meeting concluded at approximately 6:40 p.m.
