Linehan presented a proposal at the May 27 workshop to engage Goff Public, a communications firm the city has previously used, to provide proactive media messaging in anticipation of public attention around a possible sale of the golf course. Linehan said the engagement would be billed at $235 per hour and capped at $10,000, with any expenditure beyond that requiring Council approval.
Linehan distinguished this proposed engagement—focused on written messaging and media coordination—from the public-facing engagement work performed by Bolton & Menk, which handles open houses, mapping and community feedback collection. Linehan cited prior experiences where a reactive communications posture produced a less favorable media experience and described the proposed role for Goff Public as a proactive supplement to staff capacity.
Councilmember Mielke expressed reservations about Goff Public’s prior work, particularly on earlier parking program communications, and suggested a competitive quote process. Councilmember Mogen and others noted Goff Public’s experience with development projects and use by Ramsey County. Linehan said he was open to obtaining additional quotes for comparison and the Council agreed the item should return to the June 10 meeting with quotes and qualifications.
Next steps: staff will solicit additional quotes and present qualifications and pricing for Council review at the June 10 workshop/regular meeting before any contract decision.
